Elizabeth (Liz) Mulholland is the CEO of Prosper Canada (formerly Social and Enterprise Development Innovations), a national charity dedicated to expanding economic opportunity for Canadians living in poverty through policy and program innovation.
An accomplished public policy professional with over 25 years of experience, Liz has a track record of working successfully across sectors and a commitment to strengthening the voice of non-profit organizations in the public policy process. Before launching her own consulting practice in 2002, she held leadership positions in the private, public and non-profit sectors, including: Vice-president of Public Policy at Williams Research International Ltd, an applied research firm; Senior Policy Advisor in the Office of the Prime Minister, providing strategic direction on national social and health policy issues; and head of United Ways of Ontario’s government relations program.
Her Constructive Engagement bona fides include:
● Leading the development and implementation of a successful 3-year strategy to secure the widespread adoption of sport for development policies and programs by 59 national governments, the UN General Assembly, and targeted multilateral agencies (UNDP, UNICEF, African Union, Commonwealth, European Commission etc.)
● Policy leadership and coordination resulting in the 3-year, $753 million National Homelessness Strategy adopted by the Government of Canada in 1999 and renewed in revised forms by subsequent federal governments.
● Providing strategic policy direction and cabinet and budget approval support to create the Voluntary Sector Initiative, a 5-year, $94.6 million investment to strengthen knowledge, policy and regulation with respect to the sector and create a closer working relationship with the federal government.
